Trump wants more apprentices. But can they fix America's big jobs problem?

US President Donald Trump today signed an executive order to expand apprenticeships and vocational training to help all Americans find jobs.

"We will be removing federal restrictions that have prevented many different industries from creating apprenticeship programs", Trump said at the Thursday event.

"Apprenticeships are among the surest pathways to provide American workers from all backgrounds with the skills and knowledge they need to acquire good-paying jobs and grow the economy", the Obama administration said in a news release at the time.

Trump accepted a challenge earlier this year from a CEO to create 5 million new apprenticeships. Apprenticeships would give students a way to acquire new skill without having the crippling debt that often comes with a degree from four-year college.

One controversial aspect of the executive order is the fact that Trump does not require apprenticeship programs to be registered with the DOL, which now sets program parameters and certifies them to make sure they're in compliance and provide quality training and education.

The executive order is more of a directive and less a dramatic change in administrative policy.

The executive order defines an apprenticeship as an "arrangement that includes a paid-work component and an educational or instructional component, wherein an individual obtains workplace-relevant knowledge and skills", a major departure from the existing federal definition, which is much more specific regarding the structure of on-the-job training, and the wage schedule.

What is an apprenticeship program?

He said he wants every high school in the U.S.to offer apprenticeship opportunities and hands-on learning. It is seeking more than 450 apprentices in its inaugural year.

Eric Haban, 35, started as a youth apprentice junior in high school and then completed a four-year program at Lakeshore Technical College in Wisconsin, the first state in the country to pass a law establishing apprenticeship programs in 1911.

While Mr. Trump provided few details at the White House announcement on when the programs would be rolled out or how they would provide training.

However, the federal program also includes a range of standards created to ensure the quality of the work and learning experience, in addition to protecting apprentices.

President Trump expressed his disappointment in the current Affordable Care Act put in place by the Obama administration.
